Eastern Partnership Post-2020 - Discussing the EaP CSF input to the structured consultations on the future of the EaP
During the session, the key EaP CSF ideas on the post-2020 Eastern Partnership policy will be presented to and debated with stakeholders from the EU institutions, EU member states, think tanks and CSOs. The discussions will be held in a World Café style and divided into four broad topics: Boosting economic development and human capital; Good governance, rule of law and security; Enhancing regional cooperation, inclusiveness and differentiation; and Enhancing visibility of EaP policy.

Digital Solutions for Good Governance
This session reviews good governance reforms in the EaP region and identifies technological solutions that can help increase the effectiveness of governance with regard to raising transparency and accountability, as well as to making the service provision and communication between state and society easier. Practitioners will introduce cases from both EU and EaP addressing different thematic areas: anti-corruption, environmental protection, local self-government, and pension reform. After this, a discussion will follow on both opportunities and achievements, and on major challenges and obstacles in developing and adapting IT solutions with the aim of increasing the quality of governance and public oversight. The panel will explore what artificial intelligence (AI) and digital solutions can offer and what risks they pose.

Early Bird Session: Developing a joint agenda for countering hybrid threats – civil society talks with key stakeholders
The EU Global Security Strategy (2016) stressed the importance of developing resilient societies in the EU neighbourhood. The notion of resilience includes practically all aspects of stability and security. At the same time, internal and external security depends on the ability to counter and neutralise the hybrid threats. The hybrid tactics that include subversive activities like propaganda and disinformation, cyber-attacks on critical infrastructure, penetration of state institutions, influencing the elections, political parties or specific target groups within the population, are used against EU and its partners with an aim to weaken public support for democratic reform and Europeanization in the EaP countries.
This Early Bird Session aims to facilitate civil society dialogue with experts and decision makers on how to strengthen the multistakeholder approach and involve the civil society effectively into the policy planning, implementation and evaluation. EaP CSF policy paper - outcome of the project “Developing deliverables on hybrid threats in post-2020 EaP roadmap - civil society perspective “ will provide a starting point of the debate.
